Turkey has made a remarkable policy change by offering citizenship to Orthodox bishops not born in Turkey. Among the many crises the Ecumenical Patriarchate faces, one of them is the decreasing number of Turkish-born candidates for the position of Patriarch. Turkey requires that the Ecumenical Patriarch be a Turkish citizen, which up until now more or less meant that he had to have been Turkish-born.
